Where the Wind Blows (2023) in the 1970s, Hong Kong’s Independent Anti-Corruption Commission (ICAC) was established to hunt down corrupt pre-colonial officials. Police officers Lei Le (Guo Fucheng) and Nan Jiang (Liang Chaowei) were once oppressed by the authorities and decided to change their status. Working together to deal with the police corruption system, Lei Le eventually succeeded in rising to the position of Inspector General of the Police Organization. But at the same time, his expansion of power led to conflict among ICAC members.
